Attention General Contractors!
On April 23rd, 2025, The Liberty Theatre Foundation Inc. published an “Invitation to Bid”, and supporting documents per the rules and standards of the federal procurement process. The bidding window will be for eight weeks, and bids are due on June 25th, 2025. This contract will finally OPEN THE THEATRE!!!
Please find these bid-related documents linked below. We welcome any and all questions and other correspondence from interested parties. There will be two voluntary pre-bid meetings/walkthroughs of the theater that will take place on May 15th & 22nd, and the deadline to submit any questions is June 20th, 2025.

EDIT: As of JUNE 20TH, 2025, the period to submit questions has closed. Below are all questions asked by interested parties thus far and their corresponding answers:
1) What is the expected finish for the vertical face of the risers behind seats at the balcony?
Please match the existing/surviving material, which is a form of T&G beadboard.
2) Also, in the photo there are some subfloor repairs. Is there any way this can be quantified for bidding purposes?
I’ll provide a total approximate area of subfloor repairs as well as a description of the existing material to match as soon as possible.
3) Stone bathroom partitions are heavy and don’t work well for partition doors. Can Stoneply Panels be used? (www.stoneply.com/es/info) 903-454-4630
Thank you. Yes, this is a suitable alternative.
4) What is the expected finish for Entryway Walls? Is this to be Plaster? (Narrative 3)
Thank you. The spec sheet simply says “finish & paint” which I understand is vague and should have been more specific. We are looking for wood paneling with decorative trim akin to the historic photos now found in the shared folder containing all bid documents.
5) Are the Channel and Angle of the Canopy already in place? Or are we needing to add the channel and angle or just the angle and pickets?
The Large C-Channel is already installed, as are the ‘rosettes’. Everything below the channel is yet to be fabricated/installed (including pickets). The local steelworker who has performed the work thus far is named Wyatt Williams, and his phone number is 541-786-9788. Wyatt has been involved in the project for a long time and is familiar with the metal work that remains to be completed for this project.
6)Has there been a hazardous material survey completed yet for the building? If so, can you share the results?
Yes, a Phase I ESA was produced in March of 2011. THAT DOCUMENT HAS NOW BEEN UPLOADED to the currently shared folder of bid docs.
7) The prices for art-deco era wallpaper on Perigold’s website vary quite a bit. Is there any way you can provide a material allowance per sf for bidding purposes?
Yes, thank you. Let’s cap that at $6/sf.
8) Need for permanent electrical service to building
Bringing the 400amps of permanant power into the building is outside the scope of this bid. The Foundation is hiring an electrician (again, outside of this scope) to install the permanent power, and it will be present by the start date.
9) A discussion about remaining light fixtures:
The purchase of any additional light fixtures is outside of the scope of this project. All necessary light fixtures have either already been purchased by the Foundation and are onsite & ready for install, or they will be purchased by the Foundation directly and provided to the contractor(s) when it’s appropriate.
10) Fire Alarm/Internet installation:
Outside of the scope of this bid. The Foundation has a separate contract in place with A2Z Security in Bend, Oregon to complete the fire alarm system when it’s appropriate.
11) Remaining HVAC work:
Outside of the scope of this bid. The Foundation has a separate contract in place with All-Air HVAC in La Grande to complete the HVAC system when it’s appropriate.
12) Interior doors: [Bidding Contractor] is working to get an estimate together for the doors. Based on the specs, it seems [the contractor) are only to furnish and install: (2) pairs of Auditorium Doors, (1) ticket booth door, (2) doors for the mezzanine bathrooms, (1) door for the orchestra pit. Are we to include additional Doors like the ADA Restroom? Doors for Schedule 2? Mechanical Room Door? I assume we include the “New 42” Door to Fire Escape”- If so, maybe a spec? Even if you could provide a quantity of doors, that would be helpful for estimating.
This is all correct, yes thank you. The bathroom doors for the ADA bathroom and mezzanine bathrooms SHOULD BE OF THIS STYLE. The orchestra pit door shall be just a sold, flat slab that will blend nicely with the rest of the wall it’s on, and all doors for the doorways under the stage (schedule 2, and mechanical room) can be cheaper and more basic solid-core door (no historical requirement).
13) Also, I assume we would include bath accessories- grab bars for ADA, soap, toilet paper, and towel dispensers etc. correct?
Yes please. Preferably, all hardware in the bathrooms is of a ‘dark bronze’ finish.
14) Regarding mosaic tile pattern in bathrooms:
For the bathroom floor tile, we're hoping to have a pattern that accurately represents the art-deco era. I wish we had historic photos that we could match up but unfortunately we're not that lucky. With that said, I know there are a lot of products out there that would likely fit the bill and look great. Something like THIS, or THIS for example.
